Millie Bobby Brown opened out about shaving her head a few years later, claiming that it felt liberating at the time, but that people's reactions to seeing her without hair made her reconsider her decision.

Stranger Things Season 4: Did Millie Bobby Brown Cut Her Hair Again in 2022?
Eleven didn't have to return to Hawkins Lab, so Millie Bobby Brown's hair stayed unchanged throughout Stranger Things seasons 2 and 3. However, during Season 4, everything changed because she needed to go back in time to reclaim her powers.
The Nina Project, an alternate form of time travel that allows Eleven to relive experiences she had suppressed years ago, is a part of Stranger Things season 4's story which allows her to reclaim her skills after losing them at Season 3 conclusion. Eleven was thrown into it blindly, and she soon realized that the Nina Project had shaved her head once more, presumably to make the project go more smoothly.
However, Millie Bobby Brown (@milliebobbybrown) did not shave her head for Stranger Things season 4. Despite the fact that the short-haired wig she wears later in the season seems almost as natural as she previously shaved head from Season 1, it's still just a wig.
Eleven's extremely '80s haircut could have been a wig during the first half of the series, although it's less obvious than the season 1 throwback. Brown's long blonde hair with bangs, which she revealed during the Stranger Things season 4 premiere, is also extremely different. However, in an interview with CinemaBlend in 2018, she talked about her bald head. She explained,
The shaved head was a big deal. On the one hand, it was cool. When you're bald, rain feels like a head massage. I'd walk in the rain, and people would look at me like I was crazy. I'd be smiling--so, so happy to have the water hit my naked head. But on the other hand, people stared at me, wondering whether I was sick. Some would even laugh at me, without knowing whether I was or wasn't sick. It was hurtful, but their attitude taught me something about compassion."
The Emmy-nominated actress, who is 18 years old, has already demonstrated that she is willing to put in the effort necessary to accurately portray Eleven's story, and this was evident at a much younger age. Brown's passion is still clear in her great performance, despite the fact that she was wearing a wig this time.
